The CAPER provides an assessment of the federally funded programs administered by the COT\u2019s Department of Housing and Community Development: Community Development Block Grant (CDBG), Emergency Solutions Grants (ESG), HOME Investment Partnerships Program (HOME), Neighborhood Stabilization Programs (NSP), and Lead Hazard Control &amp;
