A vote was held on “A resolution authorizing the City of Northwood to cooperate with U.S. Immigration and Customs Enforcement (ICE) and establishing guidelines for such cooperation” on Thursday, March 27, 2025, at 7 pm in the Northwood Municipal Complex. Present to voice opposition were Linda Alvarado-Arce, a proxy for Baldemar Velasquez of FLOC, Susan Kuehn, Josie Setzler, Debbie Johnson, and Danielle McClory, steering committee members of People for Peace and Justice Sandusky County.
El jueves 27 de marzo de 2025, a las 7 p. m., en el Complejo Municipal de Northwood, se llevó a cabo una votación sobre la “Resolución que autoriza a la Ciudad de Northwood a cooperar con el Servicio de Inmigración y Control de Aduanas de los Estados Unidos (ICE) y que establece las directrices para dicha cooperación.” Estuvieron presentes para expresar su oposición Linda Alvarado-Arce, representante de Baldemar Velásquez de FLOC, Susan Kuehn, Josie Setzler, Debbie Johnson, and Danielle McClory, miembros del comité directivo de Personas por la Paz y la Justicia del Condado de Sandusky.
On behalf of the Farm Labor Organizing Committee (FLOC), President Baldemar Velasquez urged the Northwood City Council to vote against Resolution 2025-03 because it contributes to the existing negative narratives from top ICE and Border Patrol officials and further deepens division among local law enforcement and honorable members of our community.
En nombre del Comité Organizador de Trabajadores Agrícolas (FLOC), el presidente Baldemar Velásquez instó al consejo municipal de Northwood a votar en contra de la Resolución 2025-03, porque contribuye a las narrativas negativas de los altos funcionarios del ICE y la Patrulla Fronteriza y profundiza aún más la división entre las fuerzas del orden locales y los honorables miembros de nuestra comunidad.
Moreover, he urged the City Council to vote against this resolution because there are already laws in place allowing immigrants and native citizens to be detained for serious criminal activity. Therefore, Sections 1 and 2 of this resolution are troublesome. Section 2 essentially can be translated as “spying on our neighbors” without specifying what information to share!
Además, instó al consejo municipal a votar en contra de esta resolución porque ya existen leyes que permiten la detención de inmigrantes y ciudadanos nativos por delitos graves. Por lo tanto, las Secciones 1 y 2 de esta resolución son problemáticas. La Sección 2 se puede traducir básicamente como “espiar a nuestros vecinos” sin especificar qué información compartir.
There are also many side consequences to this resolution- such as:
- Additional financial obligations for training and
- Potential lawsuits for false arrests, as many “raids” have included the shackling of American citizens, as was seen in the Corso Flower Raid in 2019 near Sandusky, Ohio. Where over 100 people were arrested, almost half were American citizens, and small children were separated from their parents or left at schools alone.

This resolution went into a tie of 3 to 3, with Mayor Schimmel casting the deciding “NO” vote, which ultimately voted down the resolution 4 to 3.
