HOME-ARP ALLOCATION PLAN

Notice is hereby given that the City of Toledo, OH (City) has prepared a substantial amendment to its HOME-ARP Allocation Plan. This Plan describes how the City intends to allocate $7.9 million in HOME-ARP funds, authorized by the American Rescue Plan in April 2021.

The Draft proposes to mandate a Preference for Supportive Services Funds for Qualifying Population 1 (QP1): Homeless, as defined in 24 CFR 91.5 Homeless (1), (2), or (3). In accordance with Notice CPD 21-10, in order to obtain the views of citizens, public agencies, and other interested parties, the City has made the proposed amendment to the HOME-ARP Allocation Plan available for public review for 15 days beginning Monday, January 26, 2026 through Monday, February 9, 2026 at the following locations:

The City of Toledo will hold a public hearing on Wednesday, February 11, 2026 at 4:00 p.m. in City Council Chambers, One Government Center, 1st floor; Downtown Toledo, Jackson & Erie Streets.

The City of Toledo will make reasonable accommodations and services necessary for sensory-impaired and disabled citizens. Comments received before 4:00 p.m. February 9, 2026, will be considered.  City Council is expected to act on the proposed amendment to the HOME-ARP Allocation Plan at the regularly scheduled Council meeting Tuesday, March 3, 2026.
